About the Client
This pivotal role is responsible for ensuring the successful initiation and planning of projects across sectors including Education, Federal, Hospitality, Municipal, Multi-Family, and Retail.
The Preconstruction Manager will work collaboratively with clients, design teams, estimating, and operations to develop comprehensive, accurate, and competitive project proposals that transition seamlessly into the construction phase.
About the Role

Client & Project Engagement:

Serve as the primary point of contact for clients during the preconstruction phase, fostering strong relationships and understanding their vision, goals, and constraints.

Participate in client interviews, presentations, and proposal efforts, effectively communicating our capabilities and proposed solutions.

Collaborate with business development and marketing teams to identify new opportunities and contribute to bid/no-bid decisions.

Lead and facilitate initial project meetings with clients, architects, engineers, and key stakeholders.

Design Management & Coordination:

Actively participate in the design development process, providing constructability reviews, value engineering suggestions, and cost-saving alternatives without compromising design intent or quality.

Ensure designs align with project budgets, schedules, and client requirements.

Manage the flow of design information and documents, ensuring all parties have the latest revisions.

Identify potential design issues and facilitate timely resolution with the design team.

Cost Management & Estimating Oversight:

Oversee the development of accurate and comprehensive cost estimates at various stages of design (conceptual, schematic, design development, construction documents).

Lead the estimating team, providing guidance, mentorship, and review of all cost proposals.

Conduct detailed quantity take-offs, leveraging historical data and current market conditions.

Develop and refine detailed project budgets and financial models, including general conditions and project indirect costs.

Perform value engineering analyses to optimize project costs while maintaining functionality and quality.

Manage subcontractor and vendor solicitation, bid leveling, and scope reconciliation to ensure competitive and complete bids.

Scheduling & Phasing:

Develop detailed preconstruction schedules and preliminary master construction schedules, considering long-lead items, critical path activities, and potential site constraints.

Collaborate with operations teams to ensure schedules are realistic, achievable, and reflect efficient construction sequencing for ground-up projects.

Analyse project logistics and develop site utilization plans.

Risk Management & Mitigation:

Proactively identify and assess potential project risks, including scope gaps, constructability challenges, site conditions, regulatory hurdles, and market fluctuations.

Develop comprehensive risk mitigation strategies and contingency plans.

Review contractual terms and conditions during the proposal phase, highlighting potential risks and suggesting appropriate language.

Procurement Strategy & Subcontractor Engagement:

Develop and implement procurement strategies tailored to each project's unique requirements and market sector.

Lead the pre-qualification process for subcontractors and key vendors, ensuring their capabilities and financial stability align with project demands.

Manage the bid package preparation, distribution, and clarification process.

Negotiate and finalize subcontractor scopes of work and preliminary contract terms.

Regulatory Compliance & Permitting:

Identify and understand all applicable building codes, zoning regulations, planning requirements, and governmental approvals relevant to the project location and sector (e.g., Federal security requirements, educational facility standards, multi-family housing regulations).

Coordinate with relevant authorities and consultants to ensure all necessary permits and approvals are identified and factored into the project timeline.

Team Leadership & Collaboration:

Lead and mentor preconstruction staff, including estimators and junior preconstruction professionals.

Foster a collaborative and high-performing team environment.

Facilitate effective communication and information exchange between internal departments (estimating, operations, project management, finance) and external partners.

Ensure a smooth and comprehensive handover of project documentation and knowledge to the project operations team upon project award.

About the Candidate
-
Expert proficiency in construction estimating software (e.g., On-Screen Takeoff, Assemble, Bluebeam Revu).

Advanced knowledge of project management and scheduling software (e.g., MS Project, Primavera P6).
-
Strong understanding of BIM (Building Information Modeling) concepts and their application in preconstruction.
-
In-depth knowledge of construction means, methods, materials, and systems for ground-up construction.

Excellent understanding of contractual terms and conditions relevant to construction projects.
